You are cordially invited to participate in the 1st International Electronic Conference on Information (IECI2021). This conference is designed to bring together researchers working in the field to present and discuss their recent contributions without needing to leave the comfort of their home. Attending and participating in this online conference is free of charge.
Information has always been pervasive and omnipresent, but only recently has information become visible and people better understood its importance. As a result, the study of information only started in the 20th century, and researchers have suggested numerous concepts of information and created many theories of information, such as syntactic information theory, statistical information theory, semantic information theory, algorithmic information theory, and economic information theory, to name but a few. This diversity of information theories and concepts of information was unified by the general theory of information, which explained the essence of information, encompassed all other information theories, revealed physical and mental counterparts of information, and provided scientific explanations to many information mysteries.
In addition, the information approach has been exploited in many areas, such as physics, biology, and sociology.
We sincerely welcome you to take part in this conference, exchange and share ideas and experiences, discuss the latest developments, and identify future trends for information theory, information technology and applications as we continue to move forward.
We will make every effort to facilitate interaction and the exchange of ideas during the conference period. All presenters will have two options in the conference participation: either to prepare a poster or video of your presentation, which will be uploaded onto the conference platform in advance, for viewing by others during the conference period. We will announce further details of the technological requirements and schedule in due course.
The conference will consist of three sessions, which reflect the interdisciplinary nature of information and its applications:

- Session B: Information Processes and Artificial Intelligence
- Session C: Information Theory and Communications Technology

Call for Submissions
The 1st International Electronic Conference on Information will be held from 1 to 15 December 2021. This event will enable researchers working in the field to present their research and exchange ideas with their colleagues without the need to travel.
Topics of interest include, but are not limited to:
- Information Systems and Applications;
- Information Processes and Artificial Intelligence;
- Information Theory and Communications Technology.
The conference will be completely free of charge—both to attend and for scholars to upload and present their latest work on the conference platform. There will also be the possibility to submit selected papers to the conference Special Issue of journal Information with a 20% discount on the APCs.
IECI2021 offers the opportunity to participate in this international, scholarly conference without having the concern or expenditure of travel—all you need is your computer and access to the Internet. We would like to invite you to “attend” this conference and present your latest work.
Abstracts (in English) should be submitted by 8 September 2021 8 October 2021 online at https://sciforum.net/user/submission/create/503. Dr. Mark Burgin received his M.A. and Ph.D. in mathematics from Moscow State University and Doctor of Science in logic and philosophy from the National Academy of Sciences of Ukraine. He was a Professor at the Institute of Education, Kiev; at International Solomon University, Kiev; at Kiev State University, Ukraine; and Director of the Assessment Laboratory in the Research Center of Science at the National Academy of Sciences of Ukraine. Currently he is working at UCLA, USA.Dr. Burgin is a member of the New York Academy of Sciences and an Honorary Professor of the Aerospace Academy of Ukraine. He was the Academician-Secretary of the Division “People and Universe” at the Academy of Man in Aerospace Systems (Ukraine), Chair of the IEEE San Fernando Valley Computer and Communication Chapter, (California, USA), Secretary of the International Society for Computers and their Applications (ISCA), and Award Chair of the IEEE San Fernando Valley Section (California, USA). Dr. Burgin is a member of the Science Advisory Committee at Science of Information Institute, Washington, and member of the Research Board of Advisors at the American Biographical Institute, USA.Dr. Burgin is the Editor-in-Chief of the international journals Integration and Information, Editor of the Journal of Computer Technology & Applications, Associate Editor of the International Journal on Computers and their Applications and International Journal of Swarm Intelligence & Evolutionary Computation, and Member of the Editorial Board of the Journal of Mathematical and Computational Science and TrippleC. He was a member of organizing and program committees of more than 50 conferences. Chronic Obstructive Pulmonary Disease (COPD) is a chronic inflammatory disease of the lungs that obstructs airflow from the lungs. Symptoms include difficulty breathing, coughing, mucus production, and wheezing. The study was conducted with 769 patients. A total of 48.70% were women, and 51.29% were men. The average age of the patients enrolled was 60 years. The research included 67 variables considering the medical history and biochemical data. The objective is to evaluate chronic obstructive disease. We used automatic learning techniques to assess and identify the patient's determinant variables. The following classifiers were used: Vector Support Machines (SVM), K-Nearest Neighbors (kNN), Decision Tree, Random Forest, Neural Network, AdaBoost, and Logistic Regression. The model suggests that the determining variables for COPD in treated patients are the following: TA_dist, Cholesterol level, LDL levels, Dyslipidemia, Bradycardia, Venous Insufficiency, Systolic Dysfunction, Cardiac Arrhythmia, Vasomotor Headache, Smoking, and Esophageal Achalasia. Therefore, they are considered relevant in the decision-making process for choosing treatment or prevention. The analysis of the relationship between the presence of the variables and the classifiers used to measure COPD revealed that the Logistic Regression classifier, with the variables TA_dist, Cholesterol level, LDL levels, Dyslipidemia Bradycardia, Venous Insufficiency, Systolic Dysfunction, Cardiac Arrhythmia, Vasomotor Headache, Smoking, and Esophageal Achalasia, showed an accuracy of 0.90, precision 0.87 and an F1 score of 0.89. Therefore, we can conclude that the Logistic Regression classifier gives the best results for evaluating the determining variables for COPD assessment. |

Information theory is concerned with the study of transmission, processing, extraction, and utilization of information. In its most abstract form, information is conceived as a means of resolving uncertainty. Shannon and Weaver (1949) were among the first to develop a conceptual framework for information theory. One of the key assumptions of the model is that uncertainty increases linearly with the amount of complexity (in bit units) of information transmitted or generated (C.E. Shannon, W. Weaver. The mathematical Theory of communication, University of Illinois, Urbana III, 1949). A whole body of data from the cognitive neurosciences has shown since that the time of human response or action increases in a similar fashion as a function of information complexity in various different situations and contexts. In this paper, I will discuss what is currently known about the limitations of human information processing. The implications for the development of parsimonious computational models in science and the idea of reliable Artificial Intelligence for science and society will be made clear under the light of arguments from the cognitive neurosciences and computational philosophy. The goal of the presentation is to carve out a conceptual framework that is to inspire future studies on the problems identified. |

In this work, we study a wireless communication system designed to handle multi users, each communicating with their own frequency bands. We analyse the performance of the system - its information capacity – while considering different number of users, and different configurations for the multipath propagation scenarios for each user and their base frequency. Our interest is to discover worst- (blind spots) and best-case scenarios (maximal information transmission). Our results show that a prior effective choice of parameters, such as the natural frequency of the chaotic signal, lead to significant throughput improvement and, in some cases, even enable an error-free communication. It is often to be expected that physical constrains in the channel may block higher-frequency signals used in standard non-chaotic communication systems. For our chaos-based communication system, we show that a significant wireless channel constraint, the multipath propagation, becomes less disruptive, the higher the frequency of the user. That is a win-win result. Not only does the higher frequency allow more information to be transmitted, but it also prevents multipath interference. Moreover, there is an ideal relationship between the time of propagation for the signals with the user natural frequency that results in a communication with no interference due to multipath, thus effectively creating a wireless communication system with similar gains as that obtained for wired communication where multipath propagation is not a significant issue. As an application of our system, we study a sensor network configuration where sensors have the same frequency and show that given a particular set of time propagation for the signal to leave the sensor and to arrive in the receiving station, we can determine an optimal natural frequency for the sensors to maximise information transmission. Alternatively, the contrary is also true, and that is that optimal natural frequencies can be deduced, given the time propagation configurations. Some optimal spatial configurations with no interference due to multipath will be deduced from this analysis. |

Open Government Data (OGD) is catalyzed with advances in electronic government, digital technologies, and citizen’s sense of ownership over the last decade. Earlier OGD studies has applied different theoretical bases to explore organization’s behavior to adopt or implement OGD but has also produced uneven results. This study combines various theoretical bases and conducts weight and meta-analysis in OGD research. Further, an interconnected model of existing factors impacting OGD adoption or implementation is portrayed by synthesizing empirical results in OGD studies. Inconsistencies in the level of effect and significance among several factors within empirical OGD studies at organizational level (represented by decision-makers) provide the basis for conducting a weight and meta-analysis. Therefore, the main purpose of this study is to carry out weight and meta-analysis of all factors for confirming their overall influence on adoption or implementation of OGD. The results of this study suggest that organizational capacity, external pressures, and organizational readiness are found to be significant factors of adoption behavior. While implementation intention, organizational arrangement, technical capacity, and organizational awareness are the significant factors of implementation behavior of OGD. The recommendations drawn from this research would help to decide if and when to use such antecedents for predicting adoption and implementation of OGD. |

As we look around, we observe objects and their inter-relations embedded in 4.pi steradian space; consider relations and processes as objects too. We especially note that the description of objects is constructed of information. We further notice the apparent realism of the information, it is undeniable, concrete, and non-probabilistic regardless of whether or not the objects exist. Since information does not interact physically, yet undeniably apparent, it must have a non-falsifiable existence in reality. The causal function in nature must be directly responsible for this reality. The regularity in causal function of physical systems dictates that a resultant state S of a system must causally depend on the reality of precursor states of interacting systems within limits of causal function. Therefore, S intrinsically must correlate with the information of relation among precursor states, which is expressible quantitatively as -- disjunction of conjunctions of values (semantics) of states within limits of reality that may result in S (Singh 2018). For the same causal dependence, S must also correlate with this expression on the values of correlation of respective states in each configuration. The second level correlation is organizable in modular hierarchy to give rise to arbitrary structured and abstract semantics. Conjunction creates a configuration within limits of specificity, whereas disjunction of such conjunctions gives rise to abstraction of structure and relation. Hence, we have a quantitative mechanism of information processing in addition to its ontological basis. If the brain can process semantic values of information, there must exist a formal mechanism. |

- Scholars interested in participating in the conference can submit their abstract (about 200–250 words) online at this website until 8 September 2021 8 October 2021.
- Based on the submitted abstract, the Conference Committee will conduct a pre-evaluation of whether a contribution from the authors of the abstract will be welcome for the 1st International Electronic Conference on Information. All authors will be notified by 22 September 2021 15 October 2021 about the acceptance of their abstract.
- If the abstract is accepted for this conference, the author will be invited to prepare a full description of their work in the form of a Poster/PowerPoint/Video Presentation (max. 5 minutes), until the submission deadline of 20 October 2021 2 November 2021.
- The conference presentations will be available for discussion on https://ieci2021.sciforum.net/ for the duration of the conference (1–15 December 2021).
- The open access journal Information will publish a conference Special Issue. After the conference, the authors are encouraged to submit a full manuscript to the dedicated Special Issue and will receive a 20% discount on the Article Processing Charges.
Presentation Slides
Authors are encouraged to prepare a presentation in PowerPoint or similar software, to be displayed online along with the abstract. Slides, if available, will be displayed directly on the website using Sciforum.net's proprietary slides viewer. Slides can be prepared in exactly the same way as for any traditional conference where research results can be presented. Slides should be converted into PDF format before submission so that our process can easily and automatically convert them for displaying online.
We recommend the following template for your presentation:
- Length of the presentation: No more than 30 slides;
- Slide 1 (strictly one slide): Title, authors’ names, affiliation(s), email address of the corresponding author, and logos of the laboratory and/or institution (not mandatory);
- Slide 2 (strictly one slide): Graphical abstract, repeat the title of the presentation but avoid other text as much as possible;
- Slide 3 (strictly one slide): Abstract (max. 250 words) and 3–5 keywords separated by semicolons;
- Slide 4 and following slides: Should contain introduction, results, discussion, and conclusions in this sequence;
- Last slide: Acknowledgments, and logos of sponsors (not mandatory).
Posters
Posters will be available online on the conference website during and after the event. Participants will be able to ask questions and make comments about the posters.
Video Presentations
Authors are also encouraged to submit video presentations. The video should be no longer than 5 minutes and prepared in one of the following formats: .mp4 / .webm / .ogg (max size: 250Mb). It should be submitted before 20 October 2021 2 November 2021.
Tips for authors: If you would like to prepare a video based on your PowerPoint presentation, you may use the "record slide" function in the PowerPoint.
Potential Conflicts of Interest
All authors must disclose all relationships or conflicts of interest that could inappropriately influence or bias their work. This should be conveyed in a separate "Conflict of Interest" statement preceding the "Acknowledgments" and "References" sections at the end of the manuscript. If there is no conflict, please state "The authors declare no conflict of interest." Financial support for the study must be fully disclosed under the "Acknowledgments" section.

Best Presentation Award
Information would like to grant an award (500 Swiss Francs) for the best presentation submitted to the conference. Only abstracts with an accompanying slide and video presentation will be eligible for the Best Presentation Award.
The criteria that will be considered for selection are as follows:

– Interest to the readers.
– Rich in content and coherent.
